Under the Revised Local Government Code of twenty twenty-six, the operative principles of decentralization explicitly highlight that local units must be provided ample opportunities to participate actively in national initiatives. In our university ecosystem, the College of Arts and Sciences functions as that vital local unit. For us to actively, aggressively, and successfully participate in the grand national program that is the annual Central Philippine University Day Celebration, we must enhance our internal capabilities.
The CPU Day Celebration is more than just a date on the academic calendar. It is a melting pot of unity, teamwork, sportsmanship, and friendly competition. Historically, the College of Arts and Sciences has not just participated-we have excelled. We have a proud tradition of athletic dominance to uphold, alongside a fundamental duty to promote the physical health, well-being, and school pride of our fellow CASimanwas.
But excellence cannot be left to chance. It cannot be born from favoritism or disorganized, last-minute planning.
This measure formally establishes a systematic, transparent, and merit-based tryout process. By enacting this standardized system, we achieve three vital goals: We ensure that the absolute most deserving student-athletes wear our college colors; We democratize the field, offering an equal, uncompromised opportunity for every single CAS student to showcase their grit and skill; We preserve the absolute integrity and competitive edge of our College in alignment with university-wide standards.
To guarantee that fairness is not just promised but practiced, the entire tryout and selection procedure will be rigorously supervised by the Committee for Sports, Coaches, and Board Members. Accountability is woven into the very fabric of this initiative through a meticulous timeline-spanning from the initial registration drive to the final deliberation. Every evaluation standard, every administrative role, and every monitoring mechanism is clearly mapped out.
To execute a professional-grade selection process that values the dignity of our athletes, coaches, and organizers, we have drafted a lean, fully transparent budget of twelve thousand pesos. Every single peso corresponds to a tangible necessity on the field, on the court, and in the water. Allow me to lay out the exact breakdown for the record:

A Resolution Authorizing the PASSC Ministry of Sports Donation Drive and Sponsorship Initiative

While our mandate as the Province of Arts and Sciences Student Council, PASSC, is to protect student welfare, the current resources allotted to the Ministry of Sports are inadequate to fully cover the rising costs of equipment, training, and competition operations. In direct response, this resolution establishes a structured Donation Drive and Sponsorship Initiative, inviting our expansive alumni network, local enterprises, and private individuals to partner with us. In accordance with the Reformed Amended Local Government Code of twenty twenty-five, which encourages local units to engage in fundraising for the common good, this project bridges our financial gaps while offering our donors a formal Certificate of Appreciation to honor their vital role in sustaining our athletic programs.
Absolute transparency and accountability sit at the core of this initiative, ensuring that every contribution is strictly audited and directed toward athlete development. To mobilize this grand effort, we are presenting a highly disciplined startup budget of exactly one thousand pesos. This lean allocation is strictly divided into essential materials: seven hundred pesos for two secure Dura Boxes to serve as safe physical collection bins, and three hundred pesos for six high-quality Certificates and Certificate Holders to properly recognize our primary sponsors. By investing this minimal amount, we create a secure, professional, and long-term framework capable of bringing in substantial external resources for our sports community without draining our provincial treasury.
