DISASTER MANAGEMENT CONTINUUM

UNITED NATIONS

The UNITED NATION or (UN), functions to maintain

international peace and security, promote human rights,

deliver humanitarian aid, and foster sustainable development

and serves as a platform for dialogue among nations,

addressing global challenges.

⭐The international organization that plays a vital role in terms

of global concerns.

⭐ROLE:

🔗 Plan for disaster preparedness

🔗 Support the countries within the organization to

recover from the effects of the disaster.

🔗 Mediator if there is a conflict within countries

🔗 Promote diplomacy (peacetalks)

HISTORY OF UNITED NATIONS

● It was established on October 24, 1945 in the

aftermath of WW II (World War II) to replace the tailed

League of Nations and prevent future global conflicts;

founded by 51 nations and has grown to 193 member

states.

⭐Countries under ACTIVE POWER: Germany, Japan, Italy

⭐BIG 4 under ALLIED COUNTRIES: United Kingdom, United

States, China, Russia

● FRANKLIN D. ROOSEVELT - president of the US who

coined the UN.

UNITED NATIONS GOVERNING BODIES

● SECURITY COUNCIL

○ In charge for peace keeping (e.g. peacetalk)

○ Maintenance of peace and security of the

country.

● ECONOMIC AND SOCIAL JUSTICE

○ Organize a big conference or meeting of all

members.

● GENERABLE ASSEMBLY

○ Approved the implementation or initiatives that

the council created.

● INTERNATIONAL COURT OF JUSTICE

○ Conflict sa territory

● SECRETARIAT

○ Responsible in implementing initiatives

A. PREVENTION/MITIGATION

UNITED NATIONS INTERNATIONAL STRATEGY FOR

DISASTER REDUCTION (UNISDR) - serves as the focal point in

the UN system for coordinating disaster risk reduction.

KEY FUNCTIONS of UNISDR

● COORDINATION: acts as the central coordinator for

disaster reduction efforts across UN agencies and

regional organizations.

● FRAMEWORK IMPLEMENTATION: supports countries

in implementing international agreements (HYOGO

framework 2005-2015).

● ADVOCACY & GUIDANCE: leads initiatives like the

Global Platform for Disaster reduction to share

knowledge and guide policy.

● INFORMATION HUB: functions as an international

clearinghouse for disaster reduction data, awareness

campaigns and publications.

HYOGO FRAMEWORK FOR ACTION (2005-2015)

GOAL: BUILDING THE RESILIENCE for NATIONS and

COMMUNITIES TO DISASTERS

(HFA) was adopted by 168 United Nation Member States

and is at the World Conference on Disaster Reduction held

during January of 2005 in Kobe, Hyogo, Japan, a framework

was presented as: Framework for Action 2005-2015: was

adopted and Building the Resilience of Nations and

Communities to Disasters, During this conference, the Hyogo

Framework for Action is the first plan to explain, describe and

detail the work that is required from all different sectors and

actors to reduce disaster losses.

⭐REASON FOR UN ADOPTION? Because of the

comprehensive explanation of the specific task and activities

required in an organization responsible for risk reduction,

mitigation, and preparedness.
