MAHARASHTRA CIVIL SERVICES (GENERAL CONDITIONS OF SERVICES) RULES, nineteen eighty-one
INTRODUCTION
Maharashtra Civil Services (General Conditions of Services) Rules, were first published in nineteen eighty-one. It was indicated at that time that the Marathi version of the said rules would be published separately. Accordingly, Maharashtra Civil Services (General Conditions of Services) Rules, nineteen eighty-one was published. This Marathi version was updated by incorporating changes made up to thirty-first December nineteen eighty-four. This Marathi translation was published in the Gazette of twenty-eighth March nineteen eighty-five. Thereafter, considering the changes made in the rules from time to time, a need was felt to publish an updated version and therefore the Finance Department decided to publish the latest updated edition of the rules.
Shri D. G. More, retired Joint Secretary has made valuable contribution in drafting the book.
The First Edition of the Bombay Civil Services Rules, nineteen fifty-nine, in Volumes One and Two, was published in nineteen fifty-nine. Various developments have taken place since reorganisation of the bilingual Bombay State into the two States of Maharashtra and Gujarat in nineteen sixty. Also further changes have been made in the Rules through numerous amendments issued from time to time, during the last few decades. As a result, considerable difficulties were being experienced in application of these rules. The need to have the revised and simplified Civil Services Rules was being acutely felt.
The Government, has so far published the following Rules from time to time:-
One. Maharashtra Civil Services (General Conditions of Services) Rules.
Two. Maharashtra Civil Services (Pay) Rules.
Three. Maharashtra Civil Services (Joining Time, Foreign Service and Payments during Suspension, Dismissal and Removal) Rules.
Four. Maharashtra Civil Services (Leave) Rules.
Five. Maharashtra Civil Services (Pension) Rules.
Six. Maharashtra Civil Services (Commutation of Pension) Rules.
Two. The first four sets of Rules [Senior Numbers one to four] have been framed by the Governor of Maharashtra under the provision of Article three hundred nine of the Constitution of India. These rules which have been issued under Government Notification, Finance Department, Number MSC one thousand eighty-one slash one slash MCSR-Cell, dated the twenty-third July nineteen eighty-one, came into force with effect from the fifteenth August nineteen eighty-one. Senior Number five, Maharashtra Civil Services (Pension) Rules, nineteen eighty-two, were framed by the Governor of Maharashtra under the provision of Article three hundred nine of the Constitution of India, which have been issued under Government Notification, Finance Department, Number MSC one thousand eighty-two slash five / SER-six, dated the twelfth August, nineteen eighty-two, and came into force with effect from fifteenth August, nineteen eighty-two. The Senior Number six Maharashtra Civil Services (Commutation of Pension) Rules, nineteen eighty-four have been framed by the Governor of Maharashtra under the provision of Article three hundred nine of the Constitution of India, which have been issued under Government Notification, Finance Department, Number MCS one thousand eighty-four slash nine / SER-six, dated the nineteenth July, nineteen eighty-four and came into force with effect from fifteenth August, nineteen eighty-four.
The Government has decided to revise the six sets of Rules mentioned in paragraph one.
Three. This set of rules pertains to General Conditions of Services of employees of the Maharashtra Government.

Four. To make each set of Rules as self-contained as possible, the relevant delegation of powers, Appendices and the relevant forms pertaining to a particular subject, have also been included therein.
Five. For easy reference, a comparative table has been appended to this set of rules at the end, indicating the new rule numbers and the corresponding provisions of the Bombay Civil Services Rules, nineteen fifty-nine. The table also indicates the provisions of the Bombay Civil Services Rules, nineteen fifty-nine, which have been deleted from this set of rules.
Six. Omissions or inaccuracies, if any, in this set of rules, may please be brought to the notice of the Finance Department.
