The qualifications of a sectoral representative were not explicitly discussed by the Commission. Since, however, sectoral representatives were, for a limited period, meant to take the place of party-list representatives and were a prelude to full implementation of the party-list system, they should have the same qualifications as party-list representatives. A party-list representative must possess the same qualifications except for the exemption from the requirement of being a resident of a district for at least one year immediately preceding the election.
